Excerpt from Acts of the State of Tennessee, Passed by the Second Session of the Thirty-Fourth General Assembly: For the Years 1865-66
Sec. 3. Be it further enacted, That the Board of True tees shall have power, and are hereby authorized, as soon as such suitable buildings are prepared, to admit into said Institution colored insane, in the same manner and upon the same conditions as now prescribed by law.
