Kevin O'Reilly has departed Arabia and is living in London with his pregnant fiancé Helene Thomas. The Saudi-Iran War has hardly affected the Saudi economy. The Shiites are welcomed back into society as equal members, the kingdom is rebuilding, and the oil is flowing again. But the conflict rages in Iran between the new moderate government in Tehran and the radical Iranian Guard that controls the southern regions. The Saudis, the Shiites, and the new Iranian Council all ask O'Reilly to return to assist in the resolution to their problems. O'Reilly has 'conditions', and all parties agree to his terms. He has become 'The New Lawrence of Arabia' in the eyes of many Saudis and 'Malak Ramah' (The Angel of Mercy) to many Shiites. In Washington and in Moscow, the players behind the failed war, plot to take revenge. The Americans send a young female diplomat to Arabia with a team of spies. The Russians also attack the Saudi Computer Center and the CIA eventually explodes a tactical nuclear device at the Tehran airport in an effort to kill the new Ruling Council. In other places, they ruthlessly attack the homes of the people who oppose them. In Dhahran, the Iranian mathematician and scientist Oman Hashemi ('Azrael' - The Angel of Vengeance) has been rescued from the vengeance of the Revolutionary Guard. He proposes his modified theory about Chaos and it provides startling insight into the effects of an act of total destruction. All things seem to end well, except for O'Reilly.
