In the second place, the law guaranteed to poor, unfortunate or neglected children the opportunity to learn a trade that they might, in time, become useful citizens and not public charges. This feature of the laws is clearly set forth in the following preamble to An Act for the Better Regulation of Apprentices, passed by the State of Maryland in 1793.
