This regulation, Army Regulation AR 71-9 Force Management: Warfighting Capabilities Determination August 2019, prescribes policy and responsibilities for commands and agencies that determine the required capabilities for warfighting. This Army regulation emphasizes the linkage of force modernization planning, coordination, integration, and execution of materiel and non-materiel warfighting capabilities determination in support of combatant commands. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated.
