This work shows for the first time how in their roles as civil servants and the highest police authority in the district, council leaders in Bavaria were not only involved in the terror regime of the Third Reich but also continued their careers after the war, successfully presenting themselves as victims of the Nazi party. This broad biographical study in which the lives of 289 district councilors are examined, not only outlines both the reasons for their involvement in National Socialist crimes and their subsequent social rehabilitation in the Federal Republic, but also looks back at the development of the corps of council leaders from the end of the First to the end Second World War. In doing so it focuses on their activities and their perception of themselves, as well as their ambivalent relationship with the representatives and organizations of the NSDAP. German description: Wer hatte im Dritten Reich die Macht, Menschen in ein Konzentrationslager zu schicken? Zum ersten Mal wird in dieser Arbeit gezeigt, wie die Landrate in Bayern als Staatsbeamte und oberste Polizeibehorden im Landkreis bei den Terrormaanahmen des Dritten Reichs beteiligt waren, nach dem Krieg ihre Karrieren fortsetzten und sich selber als Opfer der NSDAP prasentieren konnten. Diese kollektivbiografische Studie, welche die Lebenslaufe von 289 Landraten untersucht, nennt nicht nur die Grunde fur die Mitbeteiligung an den Verbrechen des Nationalsozialismus und der Resozialisierung in der Bundesrepublik, sondern untersucht auch die Entwicklung des Landratekorps vom Ende des Ersten bis zum Ende des Zweiten Weltkriegs, ihr Handeln und ihr Selbstverstandnis sowie ihr ambivalentes Verhaltnis zu den Vertretern und Organisationen der NSDAP.
