This study raises the following question: Insofar as, since its formal "independence", Africa has been working on its development, drawing inspiration from the theoretical and political model of the West, would it benefit, for its effective development, to continue to draw inspiration from the Western model, when the latter is itself in crisis? The investigation carried out using the phenomeno-prospectivist method establishes that the philosophical reflection carried out since 1960, on the basis of imported models, has led political action for the Development of post-colonial Africa into a budgetary impasse, whose exit requires, conversely, an innovative theoretical gesture which, taking into account the oral character of African cultural heritage, in general, to interrogate and document the results of re-evaluation studies of endogenous African knowledge contained in proverbs, tales, myths and legends from the pre-colonial period, in order to compare the results of this historical cognitive diagnosis, covering the pre-colonial, colonial and post-colonial periods, with the endo-exogenous expectations and ambitions of present-day populations.
