Sir: Herewith I transmit the second report issued by the Chil dren's Bureau on the subject of illegitimacy. The first was a trans lation and brief analysis of the Norwegian laws affecting children born out of wedlock.
This second report contains the exact text of the illegitimacy legislation of the Unit-cd States, France, Germany, and Switzerland, together with an analysis of the legislation of the United States prepared for the bureau by Ernst Freund, professor of jurisprudence and public law at the University of Chicago Law School. A tabular analysis and a reference index of the illegitimacy laws of the United States are also included in the report.
