The goal of the convening in August 2015 and this report is not to endorse the use of unmanned aircraft systems, or even to encourage any particular piece of equipment, but to describe how best to ensure law enforcement is building on innovative UAS efforts while keeping necessary safeguards in place. The convening's goal was to produce a blueprint for how law enforcement agencies can use unmanned aircraft systems most effectively, fairly, and transparently. The experience and insights of the experts who participated in the convening have been crucial to making sure NIJ is providing state and local law enforcement the best, most up-to-date guidance. The discussions were forward-thinking and advanced our efforts to create this report for implementing a UAS program that addresses all the stakeholders' interests.
