《记忆》季刊的前身是2008年在中国大陆创办的电子刊物《记忆》，2019年在美国正式出版，纸版与电子版同时发行。它是唯一一份以中国大陆独立学者为主要撰稿人的国际中文学术季刊，目前的27名编委，由中国大陆、台湾和欧美学术界的重要学者组成。期刊的主要内容为二十世纪中国的思想文化和历史研究，毛泽东时代的思想文化与文化大革命研究是期刊的重点与特色，同时配有学术之窗、读书评论、媒介艺术等栏目。季刊的主要读者为大学研究机构、学者、研究人员和对当代中国思想文化与历史感兴趣者。哈佛大学、斯坦福大学、加州大学伯克利分校、密歇根大学、香港中文大学、德国科隆大学、德国佛莱堡大学和台湾中央研究院近代史等高等院校和研究单位是其长期订户。季刊的作者群体主要为中国大陆主流思想之外的独立学者，他们的所述所评更贴切当代中国的现实。其编辑团队由旅欧"中国学"学者、美国的社会学家和法国传播学博士组成。因中国大陆的特殊国情，编辑团队和撰稿人多为笔名。
