The United Nations Charter banned armed intervention in nations' domestic affairs, even to stop intrastate genocide. By the end of NATO's intervention in Kosovo, the old use-of-force regime had collapsed. Glennon shows why the dream of subordinating the use of force to the rule of law cannot be realized without a new international consensus on fundamental community values. Until then, nations will intervene not when international law tells them they may but when power tells them they can, and wisdom tells them they should.
