Penn is said to have bought the land for his city from its Swedish occupants by giving them other lands else where, and also from its Indian owners, with whom he is credited with having made a formal treaty it the local ity long marked by the treaty-elm. Whether any such treaty took place is questioned, but there is no doubt that he dealt with the Indians as the true owners of the land, and entered into relations of friendship with them which long continued unbroken.
