Director Richard Luck of Homeland Security inadvertently stumbles onto a drug drop at sea off the Southern California coastline that escalates into a deadly gun battle. After the media's reporting thrusts Dickey Luck back into the spotlight, he and his team are tapped to provide input to the President for his platform on legalization of marijuana. Dickey's research leads him into the middle of a drug war between Northern California illegal pot growers started by hippies in the '60's, and a brutal and deadly Mexican Cartel. To unravel the utter insanity his team begins to uncover, Luck is introduced to a beautiful entrepreneur of a legal marijuana corporate giant to help understand the morass of regulatory contradictions created by the poorly and haphazardly crafted pot legalization legislation.
