Tip and Oliver are best friends--until a rift occurs when Oliver joins the Hicksville Cycle and Sail Club, and Tip does not. Not because he doesn't want to--because he can't. Only dogs with pedigrees can join the Club. Still, Tip is the one Oliver turns to when he needs help passing the Club's required swimming test. Tip agrees to teach Oliver how to swim.
