The Multiannual Investment Programming System (Invierte.pe) is an administrative system of the Ministry of Economy and Finance that serves local governments as a planning tool for the reduction of infrastructure gaps.in the municipality of Surco it has been observed that despite the budget increase in recent years there is a deficit of public investment in bicycle lane projects and promotion and encouragement of bicycle use,this study has identified the causes of the lack of public policies in infrastructure.
