All municipalities follow the rules and regulations established by their state laws and the Federal government. They also develop other rules and regulations, including engineering and design standards, that could be different or sometimes more stringent than other agencies. Although many rules and regulations have similarities, no uniform standards exist among the agencies mentioned above. Each organization has its rules and regulations that must be adhered to for permit-related activities. Therefore, it is almost impossible to have a document to capture all requirements that pertain to every conceivable situation of a particular agency having jurisdiction (AHJ). The author's primary purpose is to provide much-needed residential and commercial site development guidance to property owners, developers, architects, engineers, students, and contractors to develop a sound set of approvable and constructive construction plans. It also intends to explain the permitting process, fast-tracking permit approval, and development of sound engineering projects. This book attempts to answer hundreds of questions the developers and private engineering consultants asked during interactions between the author and the public during his four decades of engineering and consulting. The questions mentioned above surfaced during pre-application meetings through the review and approval process to complete the project and submit the as-built drawing by the engineer of the record (EOR). Information provided in this book may help readers understand various agencies' rules and requirements, communicate more effectively with all parties involved, and negotiate to their advantage. Experienced engineers, design practitioners, and developers may also use this book as a refresher and keep track of their progress by following some of the procedures outlined here.
