English summary: For the German constitution, international cooperation is a fundamental choice of constitutional law and also the democratic principle of the German constitution should be understood principally as a state, integrated by the constitution, which exists within an international community. At the same time, however, this fundamental choice of constitutional law does not justify submission to foreign powers but a voluntary, mutual and equitable engagement, which secures peace and the strengthening of political development through common coordinated action. But what do these generally accepted statements of constitutional law mean in specific cases, and how has one actually envisioned the legal nature of these cooperative relationships? In order to answer these questions Ulrich Vosgerau has developed a foundational value theory of international law and European law in the spirit of the right of peoples self-determination as a central concept. German description: Dem Grundgesetz ist eine verfassungsrechtliche Grundentscheidung fur die internationale Zusammenarbeit zu entnehmen, und auch das Demokratieprinzip des Grundgesetzes soll erst im Lichte der Eingliederung des durch das Grundgesetz verfassten Staates in die Staatengemeinschaft zu verstehen sein. Gleichzeitig soll es sich aber bei dieser Grundentscheidung nicht um eine Unterwerfung unter fremde Machte handeln, sondern um eine freiwillige, gegenseitige und gleichberechtigte Bindung, die den Frieden sichert und die politischen Gestaltungsmoglichkeiten durch gemeinsames koordiniertes Handeln starkt. Was aber bedeuten diese allgemein akzeptierten verfassungsrechtlichen Programmsatze in der Sache, und wie hat man sich die Rechtsnatur dieses Eingliederungsverhaltnisses eigentlich vorzustellen? Zur Beantwortung dieser Fragen entwickelt Ulrich Vosgerau eine grundlegende Geltungstheorie des Volker- und Europarechts im Geiste des Selbstbestimmungsrechts der Volker als "idee directrice".
