Chicago's citizens appreciated Blue Knight's efforts to make their city one of the safest in the country. Yet this success did not satisfy Roger/Blue Knight. It distressed him when criminals still got away with their crimes. As much as he tried to catch every one of them, the laws of physics still applied ... it was not possible to be in two places at the same time. So, he often used the Vision Panel to scan crime scene's in progress, decided which ones had priority and hoped he made the right judgments. First, he went to where a life or lives appeared to be in danger. He also rushed from one scene to another. Blue Knight especially enjoyed days when he foiled all offenses. Chicago's crime leaders, such as Ivan, the head of the Russian Mafia, hated Blue Knight's encroachment on their activities. Ivan's primary goal became elimination of the armored hero forever. The crime boss had the advantage of surprise attacks against Superhero conducted in secret by the Russian Mafia. Ivan believed he could carry out one deception after another until something worked.
