In the first place, the survey was requested by local leaders, who also suggested the leadership under which it was put through; in the second place, local church members assisted in financing the survey; thirdly, and possibly as a result of the preceding conditions, the preparation for carrying out the pro gram which was the sequence of the survey has been worked out with exceptional care, unequalled in any other county.
