Sarah Ince was a misguided young woman who considered herself a criminal mastermind. Impressed by underworld characters, Sarah assembled an assortment of minions who supported her criminal activity. Having an axe to grind with the criminal court judge who sentenced her to prison, she sought revenge upon her release. Sarah later becomes intimate with the judge's husband, an attorney with a penchant for gambling. Seeing an opportunity, Sarah recruits an accomplice to assist her in perpetrating a street robbery of the judge and her husband. Things go bad when the judge unexpectedly resists, resulting in the judge being shot to death. The subsequent political uproar connected to the homicide of a criminal court judge results in Sergeant Al Markie and Detective Oliver Von Hess ordered to assist in the investigation. Their assistance is unwanted by the precinct detective squad commander, whose detectives are responsible for solving the case. This results in a competition to solve the case. The squad commander, who is thoroughly unethical, involves members of organized crime to assist him in identifying the culprits before Markie and Von Hess can. With the involvement of the mob, a series of homicides follow, which ultimately lead to Sarah being targeted for death by several interested parties. Sarah, now a hunted woman, is harbored by former detective Fishnet Milligan, who uses Sarah to further his own unholy agenda.
