Set in an alternate reality similar to 1940s Europe, the cities of the nation of Tathem are governed by councils that peacefully micro-manage every aspect of people's lives: Who they "mate" with, where they work, and where they live.
A young honor student named Sire Magnis, born and raised in a city called Tarmith, becomes disillusioned with the well-oiled machine of a society that he's grown up in when he encounters a homeless woman named Maria. She was ordered to join the prostitution ring as a young teenager due to her barrenness. Now that she's older and "less attractive," she's been thrown out, with little help.
Sire is put on a path outside of the city where he uncovers the truth about the world, and a lost magical power called "Arkana." After meeting a couple who have also been discovering the lies of their reality, he must find a way to save the young woman he loves, Niddah, from suffering the same fate as Maria.
