This book is intended to strip away the mythology that often colors the discussion regarding Congress' true role innational security decision making. It draws on literature by constitutional scholars and others, as well as information gleaned from my personal experiences working both on Capitol Hill as a Professional Staff Member on the House Armed Services Committee, and at the Pentagon in senior policy positions under two administrations. It is intended not only to inform and educate, but to clarify many of the seemingly arcane and indecipherable practices that Congress uses to enact its priorities, especially in the area of national security.
