It became so apparent that such was the purpose, and it was so obnoxious to every man who believes in medical as well as religious freedom, that friends of the bill voluntarily offered the following amendment to relieve it from this objection which they soon found would defeat it: And provided further, That the bureau of health established by this act shall have no power to regulate the practice of medicine or the practice of healing or to interfere with the right of a citizen to employ the practitioner of his choice, and all appointments within the bureau.
