"Decline" or "rise" - between these two poles of the early "Rassenhygiene" or "Eugenik" different positions and recommendations were proposed for the prevention of the so-called "Entartung" of the modern "Kulturmenschheit" or the promotion of the so-called "Hoherzuchtung". The suggested agendas covered limited assistance for so-called "weak", special facilitation or ban of marriage and forced sterilization to the point of state-controlled reproduction of human beings. As a consequence, by the end of the 19th and at the beginning of the 20th century an extensive variety of "rassenhygienischer" literature emerged in Germany forming the basis for the present discourse analysis.
